The campaign to ban or impose a fee on plastic bags in California is being largely driven by Heal the Bay which is based in Santa Monica. (The “Bay” refers to Santa Monica Bay.) Heal the Bay is one of the sponsors of the bill pending in the California Senate (AB 2058) that would require shoppers to pay a tax of 25 cents for each plastic bag.

CALIFORNIANS AGAINST WASTE

The other primary organization driving the anti-plastic bag campaign in California is Californians Against Waste based in Sacramento. This organization too is a sponsor of the bill (AB 2058) pending in the California Senate.
 
Mark Murray is the Executive Director of Californians Against Waste. He states on the Californians Against Waste website that “plastic bag manufacturers may indeed be behind a vast global conspiracy aimed at increasing the proliferation of plastic bag litter and waste.”
